The Johnston City Council has approved a zoning change that will facilitate a new housing development on NW 62nd Ave. east of Merle Hay Road.
The rezoning changes the property from R-1(75), Single Family Residential Zoning District, to R-1(60), Single Family Residential with restrictions. The property address for the area is 5100 NW 62nd Avenue.
During the review process consideration was given to concerns about the initial plans to include two roadway access points from the development to NW 62nd Avenue. While the exact platting was not the subject of the Council’s action – the developer advanced a plat concept that would address those concerns. The third and final reading of the zoning change was approved at the Council meeting on February 20, 2018
At their Council session on May 15, 2017, the Johnston City Council approved a site plan and preliminary plat for the development of 384 one and two bedroom apartments at 6454 Merle Hay Road and adjacent properties in Johnston. A companion parkland dedication development agreement was not approved, but may be considered at a future meeting. View the most recent site plan documents here. The location is generally south of the Johnson Brothers facility. The development includes five three-story brick apartment complexes to be developed over the next six years. The first phase would be completed in December of 2018.
The price range for the apartments is expected to be between $850 -$1050 and would target young professionals. Based on a projected assessed value of $42.6 million, a TIF rebate of up to $2.6 million could be provided to the developer over five years. On July 15, 2016, WesleyLife announced plans to construct a $29.5 million Senior Living Community in Johnston. Plans call for the facility to be located southwest of the intersection of NW 86th street and NW 70th Ave. The property is held by JEDCO member Simpson Enterprises.
At their meeting on August 1, 2016, the Johnston City Council considered a request for an official amendment to the Johnston 2030 Comprehensive Plan’s future land use map, and a zoning map amendment. The request was submitted by Jeff Simpson, and with the Council’s action, the changes will be advanced to the Planning and Zoning Commission for review and recommendation. This is an exciting development for the NW 70th Ave. corridor, and we look forward to the next steps in the process.
The Johnston City Council is considering a preliminary plat for the creation of 27 single family residential lots in the Wilkie Addition. The property is located at the intersection of NW 64th Place and NW 51st street. Capital City Development, LLC advanced the plan to the City, and the plan had been previously been approved by the Planning and Zoning Commission with conditions.
Action on the proposed plat has been tabled to provide City staff and the developer with additional time to address concerns about storm water management and infrastructure for other future developments in the area.

Hubbell Realty has presented a new plan for developing a multi family housing project for the northwest portion of the Windsor PUD area. The proposed changes would provide for lower density multi-family housing in the area adjacent to single family homes on Windsor Parkway and NW 92nd Court. Higher density multi-family housing would be located to the east between NW 90 Street and Thomas Ave. (See the companion illustration which depicts the proposed transition of the housing density.)
The new plan appears to address some of the concerns raised about previous housing plans proposed for the area. The housing adjacent to the single family homes on NW 92nd Court would have a lower density, and the housing would not be apartments. Lower density, owner occupied units on the western portion of the development would seem to be a better fit for the neighborhood.
Commercial development in the western portion of Windsor Office Park have not materialized in more than a decade, and the consideration of other alternatives compatible with the area seem to be appropriate. The proposal is in the early stages, and meetings with adjacent property owners are being planned. Additionally, Council action to amend the PUD and the Comprehensive Land Use plan will require several steps. More information will be posted here when it becomes available.

At their meeting on Monday, March 21, 2016 the Johnston City Council took action to approve Plat 2 for Cadence Apartments. The Hubbell team can now move forward with the next set of units to complete the project.
The project combined several existing lots to allow for the development of the 92 unit apartment complex. Work is also underway to construct an extension of NW 63rd Place between NW 59th Court and Merle Hay Road between Created in Johnston and the new apartment complex. The extension is scheduled to be completed in July, 2016.

Work is currently underway on the Residences at 62W apartments, an R&R Realty project in Johnston. When complete, the upscale apartment will include 137 units ranging in size from one to three bedrooms. The apartments will have an urban feel with unique amenities such as a saltwater pool, bicycle storage and repair and a pet washroom. The apartment project is being developed on 5.2 acres along NW 62nd Avenue and just west of Merle Hay Road near the current Johnston Middle School.
At their meeting on Monday, June 8th the Johnston Planning and Zoning Commission considered and approved the Final Plat for Northwood Trail Plat 1 subdividing 9.25 acres into 32 single family detached townhome lots served by private streets and utilities. The property is located east of NW 70th Avenue and east of Peckham Street.
The City Council approved the preliminary plat and site plans for Northwood Home Association on February 17, 2015. The current site plan and preliminary plat are identical to the previous approval except for a decrease in density from 40 units to 32.

A new apartment project has been proposed at 6000 NW 62nd Avenue. PMR Realty has developed a site plan and preliminary plat for the redevelopment of four single family residential lots for the construction of a 137 unit multi-family apartment building.

A new apartment project has been proposed for the Merle Hay Road redevelopment area north of NW 62nd Ave. A site plan presented by Hubbell Realty Company shows that up to 90 apartment units would be created in Phase 1 of the project. The plan has been advanced by both the Johnston Planning & Zoning Commission and the Johnston City Council in recent meetings.
